The term "grandfamilies" refers to families where the grandparent(s) or other relative(s) is raising a child and may or may not have a legal relationship to the child who is related by blood, marriage or adoption.  Also known as "kinship care," "kincare," and "relative care," six million children are growing up in grandfamilies in the United States.  The families face a number of unique concerns, many of which are receiving attention at the local, state, and national levels.  Click on the following issue links and explore the 'A, B, Cs' of Policy that can help you take action to support grandfamilies.

 

Improved Adoption Incentives and Relative Guardianship Support Act /Fostering Connections to Success Act (S. 3038/H.R. 6307)

This is a summary of current legislation that affects grandfamilies.  The above two bills include many provisions of the Kinship Caregiver Support Act.  The Senate Finance Committee is expected to act on S. 3038 and H.R. 6307 before Congress leaves for August recess.

 

Kinship Caregiver Support Act (HR 2188/S.661)

TANF Work Requirements

Grandfamilies are currently required to meet work requirements in order to receive Temporary Assistance for Needy Families even if they are retired. Learn about proposals to allow states to exempt them from this requirement.

 

Rosales V. Thompson (Access to Foster Care payments)

The Rosales V. Thompson 9th Circuit Court Decision allowed access to foster care payments previously denied to relatives raising children. Current proposals would overturn this decision, denying benefits to thousands of children being raised by relatives.
